If you have access to a Volkswagen bus. Run your inspection down the shaft that comes from the steering wheel to a right angle converter system that allows the shaft to turn left and right and thus turn the front wheels left and right. there's a possibility that that right angle conversion fitting has rusted and maybe rusted out. my son had one and it broke so it wouldn't turn one way or the other. we had to drive it along and push it along and kick the front tire 2 change the direction it was going but it was rusted out and broken. we got a new one glad he didn't try driving it at 50 miles an hour when it broke... It broke in a parking lot maneuvering.
