Is it possible to mass manufacture rubber soles in 3D printing?

As someone born with bilateral severely clubbed feet, I think everyone with clubbed feet and everyone else needing orthopedic custom inserts and shoes (and all disabled, amputee, etc people) should have a 3D printer to be able to prototype ideas and print corrective shoes, sandals and inserts with almost zero cost. Do you know of a printer, material and design combo you could recommend for this (ideally with a grinder to recycle materials back into filament)? Thx

@Dave Cockayne I'm not talking about insoles, although that would be great for some people too. I'm talking about 3D printed Croc-like shoes, or at least the base of the shoe to which a top and straps can be sewed. And again, ideally the shoes could be ground up and re-extruded into printing filament to print the next pair. The shoes could be printed with tapered soles for support for those of us with special needs, or could be printed as regular soles too.
