I actually thing they cause more harm than good! They give players a false sense of security especially during game days. They practice with them and begin to create bad habits, and when game day comes those habits will come to light especially when it’s full blown effort, and intensity! I think it’s not helping!
The simplest answer is the right answer: this is no contact drills, but just in case there is incidental/accidental contact, they have extra protection to keep anyone from concussions. Almost certain this was part of the CBA regulations for camps to be less physical to avoid season ending injuries.
To reduce head injury. Specific positions need to wear the extra protection through during practices through the 2nd week of pre-season games. The reason behind it is that there are more players on the field at this time as the teams are still at a 90 team roster, and due to some players either being new to the NFL or trying too hard, there is more likelihood for head injuries during this time. Some teams (I think the Steelers) have all players wearing them through this period.

It's to protect against the small repeated headshots you take during practice. Those are just as dangerous as they compound over time.

The players absolutely hate the helmets. It adds a lot of extra weight to their head but in training camp it's mandatory for them to wear it
