I said screw that and then pump shotgunned that mf away before having to fight like half the city before I could get out and at that point I had way too high of a bounty and just kept fighting until I died and then reloaded save and got the same encounter again but made sure to immediately get on my horse and disappear before the cop can try to make up a crime to arrest me for.

Yep, you can. You should see what I do to the KKK members and racists in the game lol.
They had to make each and every npc and make each and every npc have different values and different coding otherwise your teamate npcs and enemy npcs would be the same as normal ones, and npcs wouldnt have different voice lines. So theyd have had to put this npc in and give her the values to be able to be attacked. So yes, they did purposely code it so you can do this.
Edit: all the NPCs that have the same civilian coding can still be individually changed. And theyd have had to make the physical model and add the womens rights sign and put her there, and GIVE her the same properties as all other civilians i.e. being able to be hogtied. Im sure if you can code all that you can code one specific NPC to do something else.

I recently played rdr1 and it absolutely blew me away compared to gta5. The amount of depth and side missions for a game that released 14 years ago is still crazy to me.

@@William.H.Bonney1 The point is I grew up in a old fashioned family, it's not to say men don't respect women now but I certainly don't agree with the "equal rights, equal fights" type of thing because we are not the same, we are equal, but not the same. For example, 2+2 and 1+3 both equal 4, they are equal but not the same. Men are generally significantly stronger and more resilient than women, a women could hurt you but if you hit back with intent of frustration, you could kill her. Same for children.

You can even see a npc COOKS AN ENTIRE MEAL, full on immersion. He cut the meat, cut the veggies, just full on cooking animation, not a cut cutscene where it just cuts straight to finished meal, real time full preparation. The game really is a masterpiece on everything especially story.
It's a test on morality. Postal did this many many years ago. You could choose to play the game casual or be violent. Of course most people chose violence because you can't be violent in real life. People were outraged about it when its not the game choosing to kill people, it's the player.
