We don't know the extent of the controller. Evil Rick may have just had a sort of "Directive 4" to kowtow to Morty's will, but otherwise been acting freely, instead of outright being a remote-controlled puppet.

Is Evil Morty actually the “Good Morty”?
In the original episode when EM was introduced, Main Morty was taken to the cell where the other Morty’s had been being kept prisoner. There he was approached by devotees of a most likely fictional Morty, the “one true Morty”, who would free them.
When Main Morty freed them from their prison by having them unite they claimed him to be their saviour. But I believe Evil Morty is truly their saviour. If we go wth the theory that EM is Rick’s original Morty then him being the “one true Morty” makes even more sense.
But the freedom Evil Morty provides isn’t freedom from a prison but instead from the persecution of the Rick’s. We see him as Evil because his methods are drastic, like creating that torture wall of Morty’s to cloak his whereabouts but that makes him no different than the Rick’s who do crazy and often times radical things, often to their Morty’s.
I guess whether or not he is “Evil” is more about what his endgame is. His last line from last we saw him was “Speeches are for campaigning . Now is the time for action.” So what is he planning to put into action?

When they were saying that from the scene it had seemed they had been gathered there for a long time, so they could’ve gone crazy and made up the myth, but that’s a pretty good theory.

Something I find interesting is how well-educated Evil Morty clearly is; I immediately suspected Politician Morty was Evil Morty because his voice and manner is unique among Mortys. He doesn't stutter once, and always speaks in a very clear and sophisticated manner.
Perhaps his Rick abandoned him very early on, and as a result, he spent all his school years actually attending school, unlike basically all other Mortys who were either kept from school by their Ricks (due to it 'not being a place for smart people'), or schooled in the Citadel and taught only how to be useful to a Rick.
Not a majorly important point here, just a thought that I had.

Evil Morty sees Ricks and Mortys as equals because one man's life isn't defined by the other... And because he is capable of outsmarting them both.
