They don't care. The people aren't on the sidewalk to watch. Sure, might as well watch while you're stuck there, but they're stuck. They just want the motorcade to get past, so they can get on with their lives. The NYPD prevent them from getting to the subway, taxi, etc. This happened to me in 2000 when Clinton was still in office. I clicked on this video to see if the motorcade looked the same as it did then, and it does.

tow truck is remove anything that might be blocking the path. The worst thing for a motorcade is for it to come to a stop. Tow truck can quickly clear the path. No idea about the motorcycle on the back of the truck. Maybe it broke down.

The NYPD is only Police Department in U.S. , which have permissions for escorting Secret Service with President for important meeting in NYC ? Because like President visits others cities in U.S. are escorted by State Police through some cities for Rally's and visited city are protected by local police department like was in Los Angeles in this year, that LAPD protected place, but CHP escortong presidential motorcade from airport to place, where have been speaking
