One person would hold his hand in an ok sign or American sign language for the letter F and would try to get other people to look at it. The people who looked at it would then get a punch as punishment. Then it circulated around the internet as a meme and a joke so punches were never really involved at that stage. What the actor playing Gru did is just a reference to an internet joke about a fun game that has nothing to do with ethnicity or political views or anything of the sort.
