  • The Spectres are the elite of the elite. Drawn from the various protectors of the Mass Effect galaxy, they are deployed to resolve situations and prevent threats to galactic stability and Citadel space. Answering directly (and only) to the Citadel Council, they are often seen as action heroes, spies, assassins as well as diplomats.
Sometimes their presence alone is enough to dissuade danger and sometimes, you won't even know they're there.
    So.
    Paragon or Renegade?
I've already done something similar for Starfleet, so lets look at another expansive sci-fi universe, this time the Mass Effect one.

List of Spectres from what we see in game.
    Salarian:
Jodum Bau (The one assigned to track down Kasumi Goto and later gains information on the Indoctrinated Hanar; Zimandis)
    Beelo guri (First Spectre)
    Asari:
Tela Vasri (Attempted to kill Liara and prevent her and Shepard from recovering information of the Shadow Broker which gives her information for her tasks)
    Turian:
Saran (betrayed the council and went rogue after allowing with Sovereign and the Geth who was exposed by Shepard and had his spectre status revoked)
Nilius (assigned to inspect Shepard for his candidacy for the Spectres to Eden Prime and recover a Prothean Beacon. Later was killed by Saran)
    Human:
    Shepard (First Human Spectre
Ashley/Kaiden (depending on who lives, become the second Human Spectre by Councillor Udina)
    Other:
Blasto (not really a Spectre, I think more of just a fictional character in a movie within the universe but included just for fun)

      That's all? Seems so few.
On another note, I would love it if a handful of Human Specters in the future came from the Anderson/Shepard branch. Like you either were mentored, trained, blood related, or banged someone in this tree. Could be like a badge of honor for human Specter recruits if you were trained by the first wave of Human Specters.

I like how we didn't see that many. Kept the mystique. However they should of done more with Jodum Bau because what they did do just played into the stereotype that salarians are weaklings. Would of been cool if he helped us on a ground mission. I also feel Nihlus was wasted could of had him die on Virmire during that mission to build him up and show how good spectres are. Instead he just came off as a an idiot who went and got himself killed immediately.

Since humanity wasn't on the Council when Shepard became a Spectre, it can be assumed that Shepard didn't have full access to the Council's resources and they had to rely on the Alliance for support.

  • @Raycloud

Spectres are scary and you'd never want them to exist in real life. The utilization of Spectres tells us a lot about the Council's true nature; that of a self-interested tenuous alliance that seeks to dominate the galaxy for the benefit of its true member races. The Council is not benevolent and neither are the Spectres. A Paragon Shepard is just really good PR.
