A head restraint would be very effective too, but not very practicle, in that strapping yourselve in would be far too time consuming. Racing drivers use them, and have double shoulder belts. If there was some sort of a practicle head restraint, this would cut down on the amount of whiplash injuries.

Your best option is unbuckle it and open the door as quickly as possible. Everyone knows if it goes under you have to wait until the pressure equalizes, thing is, that only happens 30 seconds - 1 minute after the car has come to a rest on the bottom. As soon as you can, unbuckle and get that door opened. Problem is often cars turn turtle when they hit the water and end up upside down it’s very disorienting. But your car is airtight enough that even if it’s upside down it will float on the surface for a few minutes. Just get out as quick as possible.

If they were this dangerous in the modern day then the safety companies would force car companies to improve safety of their cars.
No, maybe some old cars(or people who might have health problems related to bones and other stuff, not a doctor so don't quote me on that) actually could because of their poor safety ratings, but no way modern cars that follow today's standards would ever break person's neck.

No seatbelts only break your collarbone if it’s a hard enough hit. Airbags however can break a child’s neck cause they are designed to stop an adult humans face not some small grape boy that’s why most places have a rule for backseat until you are 12.

Not exactly. US airbags are required to restrain an unbelted passenger at a minimum 25 mph (FMVSS 208 S5.1.2). They were made larger, more powerful and were therefore more expensive than European airbags. The downside was that the high forces caused injuries, which lead to development of two-stage and smart airbags. While you absolutely need to wear a seatbelt, to this day, the unbelted occupant requirements remain in the US.

Both unbelted passengers are severely injured, front left is almost certainly crushed between the seat and airbag and back left is thrown into the windshield at 20kph. There's a lot more neck movement in dummies than in real people, you can see that in the belted and unbelted passengers; dummies are intentionally a bit floppier at the neck so forces can be more easily estimated from video. And even if the front passenger was buckled they would still be severely injured by the unbuckled passenger behind them. And I think it's needless to say the belted passengers are far better off than either of the ones not wearing one. They won't even need to go to the hospital, whereas the people on the left side would be lucky to end up in a hospital.
