Just seeing the Disney copyright at the end. I wonder if they made it available to any TV station willing to air it? PBS stations have a fair amount of leeway in what they air, and the 22 minute runtime (commercial television length) suggests it wasn't meant for them originaly.
Sorry, one last comment: IMDb claims that this also was used as an "added attraction" in the UK, during screenings of Return to Oz (1985). They really got good use of it!
