[ Bipulser ] Double Pulse Repeater Alternately | Redstone Concept

The "Bipulser" is a Redstone system or mechanism that sends two signal pulses alternately, following the following sequence: 1-0-0-1.
1 would mean an active repeater, while 0 would mean a non-active repeater.
