    Francis Fukuyama, political scientist, author, and Senior Fellow at Stanford's Freeman Spogli Institute, was the guest at ThePrint's Off the Cuff. Fukuyama talked about how China is using the pandemic as an opportunity to push boundaries in its neighbourhood. He mentioned how the social policies adopted by Prime Minister Narendra Modi were taking India down the wrong path, and social harmony is necessary for any country that wants a strong foreign policy. He also talked about what US’s foreign policy could look like under former Vice President Joe Biden as opposed to President Donald Trump.

      Great analysis, there is much to learn for India particularly Narendra Modi and other BJP leaders. Diplomacy is not photo ops with other leaders. There is much to learn for Jayashankar from the past as he was part of that diplomacy instead of becoming an yes man to Modi.

    Recently finished re-reading 'Identity' by Prof Fukuyama, analysing John Jay's four characteristics of peoplehood, namely shared religion, shared ethnicity, shared language and shared commitment to common principles of government - only the latter two remained would it be possible to elaborate this in the context of Indo-Pak--China

    He thinks CAA has disenfranchised a section of Indian's from their citizenship.
    Basically, Mr. Fukuyama is an expert in his field but has not read and understood CAA 2019. An influential expert with half knowledge ..... A very dangerous cocktail.

    Regular watcher of print. One of the idea on strategic issues relevant to the world peace and politics. What is true fact shall be known only after a long time. All the video interaction are worth praise. We need unbiased opinion and compare the same with our own views. The Prof Fukuyama is simply superb.     SG, Please if possible you need to improve audio n video quality. there seems to be some time lapes... CTC/ off the cuff is world class media in content wise so it needs to like other world media in terms of audio and video quality like, cnn,msnbc,abc...etc.

    19:00 With utmost respect would I differ with Dr. Fukuyama insofar as CAA is concerned. The real concern in NRC, and CAA is not remotely so. To my mind, the CAA is the archetypal expression of the government's paradigm of India not as a post-colonial state, which the Nehruvian paradigm was, but of India as a civilization spanning millennia of history.
    As a natural home for Hindus, India must prioritize its citizenship laws in favour of them. Indeed, Indians themselves must be first, whether Hindus or Muslims or other people from other religions. No policies manifestly to their prejudice must be formulated. But, so far as foreigners are concerned, India must prioritize the Hindus, which of course does not by itself translate to an express exclusion of others. It would be most irrational to expect India to place all foreigners on an equal footing. The CAA is similar to the Lautenberg Amendment in the U.S. which prioritizes some Christians and Jews from the former Soviet Union, as well as religious minorities from Iran.
    That is just the natural way of things.

      Mohana MD : Well said. It is a problem with North Americans as they get wrong views on the policies of CAA. As he reads more opioid reports or press releases and also the commotion caused by various State chiefs who has purposely misinterpreted the CAA for their own political gains.

      a. understand the chronology b. see the scheme's pilot implementation in assam c. observe the vitriol the sanghis been throwing since 2014 d. look at the results of this 'govt' experiements and wrong priorities since 2014 - crashed economy, spiralling prices, impoverished people, closed biz, china's preps since 2015, our starving people having to walk hundreds of miles to their homes when the granaries were overflowing and food wasted for almost all of 6 yrs,the impending humiliation of us having to prove our citizenship to the very people that got most of the votes - not all, - u need more??? and the then pm candidate preached solutions to these very probs 'caused' by the upa. now??

    The professor seems to attach a lot of importance to institutions than individual leaders. Institutions can always be gamed, infiltrated, and compromised. The real reason why the nationalistic right is in power right now is due to the failure of these institutions to do what they were supposed to do.

The thing is, institutions, no matter how powerful, can always be compromised by someone with the executive will to do it. If I'm asked to choose between a compromised leader and a compromised institution, I'd rather take the leader, cause human beings in the end are ephemeral. Institutions often survive the collapse of empires.

    Mr. Gupta, you have the responsibility of correcting a guest when he says totally wrong things about CAA. I was surprised that you kept on nodding when professor said that the Citizenship Act disenfranchises a section of Indian population. This is dangerous.

      Till the day NRC clause is kept added with CAA he is right. Only when NRC is removed then he will be wrong.

    While I respect his opinions there is no easy solution to manage pluralistic society. The whole world is not able to manage the aspirations of all sections of society. Putting down to appease the other is not the way and that is exactly what is being discussed. The best way is not to amplify stray instances in a large country like India and address the issues and see that they do not recur and provide opportunities for the have-nots to get educated so that they can compete on merits. Talking about domestic unity is just a theory which doesn't exist anywhere in the word where such a diversity exist.

    I dont agree with the hong kong part. They very conviniently did not mentioned that every country has their own national security law. Through this lopeholes other countries meddle in internal affairs of other countries. Even we in india have a national security law. Just saying.
