Syndrome literally killed dozens of superheroes and endangered a whole city and its citizens, Axlerod tortured dozens of secret agents to death and put a bomb on someone despite knowing it could destroy the city, Hopper enslaved many ants and tried to make them starve to death, Ursula condemned a bunch of merfolk in a fate worse than death, Grimhilde killed dozens of prisoners by executing or starving them to death, Cruella tried to kill 101 puppies despite knowing they are sentient, Jafar tried to take over the universe, Shan Yu massacred towns and tried to conquer China, Hades released giants to cause a whole bunch of chaos, Facilier tried to sell the souls of citizens to Voodoo Spirits, Evelyn tried to crash a boat into a city, Ernesto murdered his best friend for fame, Bellwether started a race war, Turbo caused 2 games to be unplugged and tried to take over the arcade, Zurg tried to erase a whole timeline of events, Randall planned to torture multiple children to suck out their screams and tried to destroy a city, Muntz killed several explorers, and all of them rank less evil than Sid? Frollo is so evil, he get's a special tier all to himself, because I'm sorry, sexual assault, genocide, arson, murder of a mother, joy in torture, AND physical and emotional abuse of a deformed child earns a special place not only on the evil list, but in hell.
