If you watch him sing Heroes at Musikladen he flubs the lyric. He does it in the same spot in another clip from that mini-tour. It really seems like he pretended to screw up :)

Perhaps this could be seen as the last ‘proper’ televised performance of Bowie. He did perform after this though. He did ‘Comfortably Numb’ and ‘Arnold Layne’ with David Gilmour a year later. He also performed a comedy song in the tv show ‘Extras’ and did ‘Wild is the Wind,’ ‘Fantastic Voyage’ and ‘Changes’ at a charity event hosted by Alicia Keys.
