After the fuel pump was changed the fuel pressure came up higher than ever and remained when the key was off. All is looking good for now, the customer will drive it for a couple weeks and see if the engine light come back with the P0171 code, but with starting right away and higher pressure, i am going to call this one done.
    Thanks For looking

Don't know if you've got this figured out yet, but yes, p0174 is a lean code for bank 2, p0171 is a lean code for bank 1. I'm assuming you have a v6 or something other than a 4 cylinder engine.

Juan Toledo Haynes repair manual says it should be 60-65 for all 2001 and later engines.

I have 1997 Ford Ranger 2.3 L . I'm getting 3.9 PSI. Still not starting. One website shows it to be between 35 and 45 psi. Which one is it? troubleshootmyvehicle.com/ford/2.3L/how-to-test-the-fuel-pump-2

Michael Griffis Haynes repair manual says
      1997 and earlier
Key on, engine off 35-45 psi.
      At idle
      With vacuum hose connected 25-35psi
      With vacuum hose disconnected 35-45psi

3.9 psi is very low. Time for a new fuel pump and filter.
