This has been explained numerous times. There was Intel that the attack could happen, but it wasn't properly disseminated to the people who needed to know it. Somewhat like what happened in January 6 attacks that were known by people in Nancy Pelosi's sphere of influence who withheld vital information in hopes that a riot would ensue to disrupt the hearings.

They just refused, why? To them, the ONLY solution is one state, an Islamic state (which means wiping out the Jewish state). Since 2006 the Palestinians elected Hamas and what do we have to show forth for that period of their rule Only terror tunnels built to wipe out the Jewish state. There's one government that would be willing to take over administration of Gaza which is *not* an enemy of Israel: the Vatican! Think about it. That really is a recognized government. Its land and population may be small, but its fortune and influence is very great. It could afford to rebuild Gaza and supply security to make it safe. Being neither Muslim nor Jewish, it could stay neutral to most middle-east politics. It also has the patience to spend however many years it takes to de-Nazify Gaza, and would be happy to take a major role in world affairs. A win-win situation! Call in the Vatican.
