Simply put: the PS1 version was a lower-quality port. Not to say they didn't put a lot of work into it, only that the PS1 was four years old when JJBA came out, and JJBA ran on a notoriously finicky and high-end bit of hardware in its arcade version. They had to cut some corners to get the game to run, and making the Stands look more ghostly was a good way to go about doing that.
i'm more curious about why the super flashes are purple and the DOWN flashes are turquoise the blue super flashes and monochrome DOWN flashes honestly looked way cooler
