Try to imagine what it looks like to an officer when he observes a highly agitated individual holding a gun. Regardless of what this person was saying their first and correct instinct was to secure the scene, which they did. Keep in mind that they only temporarily detained the shop owner despite the fact that it was probably illegal to be in that public way with that gun. Do you think that police have some psychic ability to fully understand the entire dynamic of an incident when they first arrive? The shop owner could have been flagging them down to kill them, or he could have been experiencing some other emotional/psychological crisis. The cops had no idea what they were dealing with! Judging by your dopey comment, your beef is likely with soft-on-crime District Attorney's like George Gascon in LA or Kim Foxx in Cook Co, Illinois. The store owner failed multiple key aspects of gun safety. Never waive a gun flagging CHP, and secure your weapon after the suspects left. He failed in those. That’s why he was detained and cuffed. Cops can’t read his mind.

The report didn't say he was waving a gun at the police. It said they received multiple calls of a guy waving a gun on the street. Listening is an art these days.
When the police arrives and you have a permit, they ask for your license and permit, scan it and you're story is verified. The trip down town was unnecessary.

I don't blame the Troopers because they didn't know him and the didn't know what had just happened. Police received multiple reports of a person in the road with a firearm. Then, the manager "waived with his gun at a passing CHP car." Waiving, with a gun at a passing state trooper. (In liberal California) That will probably get you put in cuffs every time. (until they ID you and confirm the story)
State troopers are just that, they work the highways mostly and obviously didn't know the manager. After he was passed off to OPD they learned his identity.
Look at it from the officers point of view. In a city and state where people are known to hate police. In a state where police have been ambushed and killed in the recent past.
They would not have detained him had he called 911 first. We all know we can protect ourselves from criminals who are there to harm us. The law doesn't say we can chase criminals down the road waiving a gun. In the eyes of the law it's a no-no.
