So in the Manga, a few of the Cell Jrs survived and live on Android 17s island so I think it would be cool if there was one that went rogue and absorbed the other ones to become a full Cell in their own right. They then can absorb Gamma 1 and 2 to become Cell Max

100% agree. As much as I love Cell, I would like them to try to make entirely new villains and get the series/movies heading into new directions. Who knows, it could be really good. I'm still optimistic and still can't wait to see it :D

Dude, cell has the cells of Saiyans. He could easily use the zenkai boost to get stronger in short amount of time
There’s something else to consider. What if it’s not just the Cell embryo from the original timeline.
What if the Neo red ribbon army also manages to collect past timeline Cells tail.
Throw in the fact that perfect Cell max might actually achieve his “more perfect” form from absorbing not android 17 and 18 but the two robots 1 and 2.
Throw in that there’s also the cell juniors on 17’s Island and there’s a lot of ways in which this incarnation of the cell could get very powerful very quickly.
And no things that you wouldn’t think it should.

@@rhys171 Villain has tons bigger chance of Android21/Majin21. This would be the redemption for ultimate gohan, gotenks and piccolo against the majin villain they messed up with in the past. Don't forget Babidi used saiyan energy to power up buu's cocoon which looks just like the machine in this movie that RR lured gohan to power up.
As for cell, he would need to be revived. The enemy side already used the dragon balls in frieza resurrection, enemy side used them in dbs broly as well, it would be a lazy repetition to do that again in this movie. Lastly, goku has killed frieza once, gohan has killed cell once too so there's no reasonable point to repeat Cell all over
