Biggest issue when it comes to Morrow is that unlike the other Dragon Ball villains who are essentially mountains to scale he is really just super lucky. Like they tried to make him seem clever and smart but he just came off as incredibly lucky because 20 things that were completely out of his control and wisdom had to go write in order for him to get as far as he did. Like he's lucky that is Magic came back when it did before he died of old age he's lucky that he had a cell mate or a guy nearby who knew about the Dragon balls he's lucky that Goku and Vegeta didn't just try to kill him at first sight at max power he's lucky that cranberry survived the crash he's lucky that he was gullible enough to believe Morrow he's lucky that all the men that followed him were gullible enough to believe him as well he's lucky that the Grand Supreme Kai can't do the ceiling spell anymore he's lucky that Majin Buu was asleep. He was lucky that Vegeta had to be a bit of monologue so he could escape when he lost all of his energy he's lucky that there was an Android in the game that he was able to absorb that copied people's abilities he was lucky that Goku tried to give him one last chance he was lucky that he managed to touch merruss just before his arm got cut off he was lucky that that thing was literally floating on a rock in a pool of lava within arm's reach for him to get a hold of it basically 20 different things had to go right that were out of his control for him to get as far as he did
