A retired Colonel from the U.S. Army, Victor also worked for the U.S. Department of Health and Human Services before becoming the Lead Vaccine Program Manager for Moderna’s COVID-19 vaccine during Operation Warp Speed (2020-2021). In April of 2024, Victor testified before the U.S. Senate Committee on Armed Services, Subcommittee on Personnel about the Department Of Defense’s efforts to make sure service members have access to safe, high-quality pharmaceuticals.
In this episode, Victor discusses both the challenges and the opportunities he sees within the pharmaceutical supply chain, including issues like drug shortages, quality issues, and data transparency.
