Do all the different characters abilities seem balanced , or are there some that are a bit better overall?
Interesting question. Doc does get you more cards, which is useful, but I have friends who swear by Belle and Cheyenne. Personally, I think Cheyenne and Tuco are the most powerful in the game. Cheyenne (punch then rob immediately) and Tuco (shoot through roof, up or down) are hard to beat in the right hands.
In my experience, avoid the "weaker" characters: Django, Ghost, and Belle. One caveat: Belle is great for when you have a lot of players. She's a proximity character.

Whoops. Thank you for catching that. You're correct: When Django shoots a target, it moves to the next car, depending the direction of the fire. So if he stands in car A, and he shoots someone in car B, the target will end in car C.
