In going over character powers ,on Tuco I sounds like Tuco can shoot someone in same car regardless of where other person is ,but he can only shoot someone on roof if he is down and shoot someone down if he is on roof
Not sure if you have worked it out now. But Tuco can shoot through the roof but no one can shoot someone in the same car.
