Kronofogden in the Sundsvall round is a Swedish government agency that gets after people who don't pay their bills. I tried to find what the same agency is in Australia, but couldn't find it. If you have sent an invoice and a few reminders and your customer still hasn't paid you send the bill to the Kronofogden and they will for example put a note on your salary and will divert a certain amount every month before you even get the money until your debt is paid. You are right, the first part "Krono" means crown, like the currency (Sweden, Denmark, and Norway all use different currencies that are all called crowns, or kronor). Literally translated the kronofogd is some administrator of the crown. The building you saw was probably a service center from Kronofogden, Skatteverket, och Försäkringskassan, three government agencies that all have something to do with taxes and money, and if you need something you go to their common service center.

If you are south of maybe Gävle / Stockholm you don't get much snow and I don't think they will put up that many snow poles, except maybe on a culvert. I think there is a happy medium between moving a ton and not at all. If there is no information at the starting point in a round, I don't think anyone would mind a bit of moving. For example, if there is a sign with information just is just out of range of the starting location, moving a couple spaces over to see it feels fine to me. Just my thoughts.

The only other game I play any sort of ranked mode in (Tekken) has options where you can set it to "prefer" people ranked 1, 2, or 3 ranks away, or any rank. Something like that for duels would be cool. Within 100, 200, or 300 difference, or any rank would be a similar equivalent. Though I gotta say, you would probably never lose to an 800ish player without the no moving handicap. I have to imagine even without that handicap you are going to match with "googlers". It's a little frustrating playing against someone that clearly doesn't know anything, but then 5ks some random tiny town in Canada because world map put them in front of a school with a google-able name.
