Actually, mocking and joking about Islam is kufr (disbelief)
      "Surah At-Taubah, Verse 65-66:
If you ask them (about this), they declare: "We were only talking idly and joking." Say: "Was it at Allah, and His Ayat (proofs, evidences, verses, lessons, signs, revelations, etc) and His Messenger صلى الله عليه وسلم that you were mocking?"
Make no excuse; you have disbelieved after you had believed. If We pardon some of you, We will punish others amongst you because they were Mujrimun (disbelievers, polytheists, sinners, criminals, etc.)."
      A very dangerous affair

Why are people dogpiling Captain Halal and citing Quran verses about hypocrites? His joke at the end actually goes to clarify that the Hadith isn’t some loophole to eat a three course meal after hearing the adhan, and I doubt the integrity of anyone who takes that part as a serious practice. It’s just poking fun at those who take it to the extreme. Captain Halal’s thing is edutainment. He seeks to inform in an engaging way as opposed to making a caricature out of Islam. Do people really believe we just can’t have any comedy whatsoever in teaching religion? Most sheikhs do it all the time and it’s more engaging (albeit not to Captain Halal’s extent but it’s still there to a degree. Plus, it’s about the platform/context). Regardless of where you find information do your own research and be sincere in implementing Islam. Allah knows best

If you are talking about the real fajr time (subh) which is by the time of the prophet was the second azan so no you can't eat nor drink and if something in your mouth you have to spell it out
Allah mentioned in the quran surat el baqara ayah n.187
      "وَكُلُوا وَاشْرَبُوا حَتَّى يَتَبَيَّنَ لَكُمُ الْخَيْطُ الْأَبْيَضُ مِنَ الْخَيْطِ الْأَسْوَدِ"
That means : And eat and drink until the white thread of dawn becomes distinct to you from the black thread [of night]. Then complete the fast until the sunset
And prophet muhammed said eat and drink when you hear bilal azan because he do azan at night but stop when you hear ibn maktoom azan
Nowdays we only have one azan which is the real fajr time when you can't eat nor drink and you can pray al fajr

Shaykh Muqbil رحمه الله weakened this hadith because of the ayah that you are referring to. However it seems that the scholars that authenticated it made this a specific exception because of the hadith, as it is well known in usool al-fiqh that we combine between the evidences first instead of throwing one of the evidences in the garbage if we see there is conflict between them. So they probably said: you have to stop eating and drinking at the time fajr, except in the case where you have the drink in your hand or whatnot

Brother, I am just a layperson but it seems to me that the hadith might have been wrongly classified into the book of fasting. Since the hadith doesn't mention fasting or the name of the prayer for which the call is pronounced, it may be looked at without this added context. In that case, the hadith is similar to Sahih al-Bukhari 674 and may be interpreted similarly.

@@takahashi2852 what's left in your mouth and the vessel of water in your hand
Question to Shaikh Al-Allāmah Muqbil Ibn Hādi (rahimahullāh):
If a person is taking his pre-dawn meal (Sahoor), and the Mu’adhin calls the Adhān (for the Fajr Prayer) - is it obligatory on the person to spit out what is in his mouth or should he eat and swallow it?
      Answer:
“As for what is in his mouth, he should not spit it out, however, he must not eat anything after that, unless he has some water (or a drink that is in his hand). This is due to what is reported in the “Sunan of Abu Dawood” from Abu Hurayrah (radiyallahu ‘anhu) that Allah’s Messenger (salallāhu ‘alaihi wasallam) said, “If the Mu’adhin calls the Adhān and there is a vessel in the hand of one of you, then let him take from it what he needs.” So there is no harm if he drinks when the Mu’adhin calls the Adhān (for Fajr prayer) with the condition that the water was (already) in his hand.”
