It becomes a social disaster when a family's breadwinner is lost and a wife left behind will have to support not only her children but also her parents or his parents once they're too old. They can't fathom this now, but they will in years to come.

Once there are shortages of critical supplies and materials, because tanks and missles are not made of magic, it will cause shocks across the country. It is well known that the war has already caused manpower shortages in labor currently and that Russia is buying what it can from China, but not in rebels. If the oil market tanks....

    I understand the reluctance of Western countries to use Russian money to benefit Ukrainians -- their fear being that it may deter future investments from other countries in Western Banks. In this particular case, I don't think the logic of cause and effect is appropriate. Most countries will understand that this is a special situation which is unlikely to be repeated with the same aggression as Russia. So unless investors are planning some sort of land-grab scheme in the future, I don't see why they would be nervous about investing in the West.

    When Moldova attacked Moldova and Chechnya attacked Chechnya- at first no one understood anything. When Georgia attacked Georgia and Tajikistan attacked Tajikistan thoughts began to come that all this looked somehow murky. A clear understanding of what was happening came when Ukraine attacked Ukraine. Russia is terribly unlucky with its neighbors - they constantly attack themselves. It will soon be seen that Belarus will attack Belarus, and Kazakhstan recently also attacked itself, but unsuccessfully.     The point about the impounded money is that it is in a Fideicommis. Meaning the fortune is not to be used, but the beneficiaries can get the yield.
    It is a construct originally made to prevent the profligate inheritors of the estate from squandering the money. If they could make the estate earn a profit (which they generally could not), then they could spend that money.
    The point is however, that the assets - as they become liquid/reach maturity - they should be invested in long term (say, 30 years) government bonds meaning the governments of Europe get cash to pay for long term binding contracts with weapons manufacturers - with that contract the producers can approach the institutional investors for loans for new production equipment. That is really what is needed.
    If there ever is a peace settlement the Russians will lose title to those assets. And the money will be spend in rebuilding Ukraine. In the mean time there is money to lend to Ukraine on a government to government basis - where the lender has security in the fideicommis.
    The problem is what is to be done with the money in case Russia as a state or entity is dissolved? Well, then the money is to the benficiary.
    Bill Browder is clearly not a financial expert. The point is however, that the current arrangement is achieving what is essential:
    a) Securing Ukraine a steady income.
    b) Securing the rearmament of Europe through meeting not only Ukraines needs, but also securing mass production to refill the armouries of Europe.
    c) Securing Ukraine will get war reparation - though not to the full extend. For that title to the Russian oil must be handed to the EU.
    d) Securing that Russia can never raise again to a position of financial influence.

    Correction, Ukraine is not a poor country. They will eventually become the second largest economy in the EU. Secondly just giving them 300 billion right now makes no sense. A Ukrainian sovereign wealth fund should be set up with that money which they could use to totally rebuild their infrastructure, clear mines and modernize their military inline with western armed force to pave the way for NATO integration. You invest the 300 billion in the west and give the Ukrainians the interest for the next 100 years.
