This IS the Gary Jules version and has never been recorded by REM (though I do recall them playing it live once though). It suits then vocally very well.
The original by Tears for fears was much slower, yes, but just as good.......

Just my humble opinion - but I wish REM had covered it. Seems to me Stipe in his heyday would have poured emotion into it. Still - Jules version is so beautiful - and I do hear similarities in the harmonics of their voices.
