A few years ago I got a cheap, used office PC with integrated graphics and a 3rd gen i5 (to use as a local server) and it ran Sims 4 very well with medium settings.
But it wouldn't run on the Celeron AIO that I used as a client. Celerons are more comparable to Athlons.
That was a while ago and the poster didn't specify the model or generation of the chip, so it might be adequate, or not. Sims 4 is a pretty old game, but requires a decent amount of RAM and would benefit from an SSD.

The funny thing is when the Athlon first hit the market that was actually the first AMD CPU to ever truly dominate the intel competition. I used to own an Athlon Thunderbird 1400 MHz from 2002 to around 2008. And nothing Intel had at the time was as fast. They made a 1400 MHz CPU half a year later. And the performance of that one with the AMD one were very dependent on the task. AMD had larger L1 cache, Intel had larger L2 cache and the intel chip was the one to introduce SSE instructions while AMD had their own 3DNow instructions. But Athlon as a brand is basically like Intel's Pentium brand. It used to be the absolute top of the line not just for the company but for the market in general. And after introducing newer chips the brand simply went down the stack when newer brands were introduced.

And technically that was one of AMD's brief times of dominance slightly. (slightly better than a core2quad, one of their others is back in the 486 era)

    16gb ddr3 ram(8+8)

512gb ssd/M.2(many new 3rd/4th gen now support it)
