Most security guards in Canada (which I'm extending to Britain cause both of our countries are pretty bad for being anti-self defence or supporting the right to defend property) are specifically trained not to intervene and to instead watch and document. You're demanding someone throw away their job, possibly career though most likely not). Also (again for Canada) many people trying to become citizens are told/drawn to security work. Lots of it at night, allowing for second jobs or schooling, long hours with little physical exertion, general low interaction with the public. They are giga unincentivized not to intervene as losing your job or being charged for assault will screw you over.
Anyways, I know this is a rant running defence for some wusses who wouldn't defend a historic monument from gramps and some scrawny idiot... but security work can suck and you're always in a lose/lose situation when something goes down. I sympathize heavily with them.

Those stone were placed using complex systems of pulleys and other tools that many humans thought weren’t around when the Stonehenge was constructed. Which is why the Stonehenge is so popular. The stones are chiseled blocks of rock, moved a considerable distance and then lifted on top of one another, for seemingly no reason.

I need to emphasise something, it's not just the painting of the rocks which are a monument that is the issue. The rocks themselves contain a micro ecosystem of lichen and other fungal and flora dating back thousands of years. The paint may impact them, which is why the druids (yes druids) are seeking jail time for them for this act.
Jail time for potentially hurting moss and mushrooms? I thought the animal activists were crazy.
Not to mention there are rune and I believe animal carvings on the stones that are already being painstakingly preserved against natural erosion. Non-zero chance the cleaning efforts will impact the stones integrity to some extent.

Actually there's a defence of 'prevention of crime' which would highly likely be available to anyone intervening in an incident such as this given the historical significance of the site (Criminal Law Act 1967, s3). I agree that it would be nice to see someone intervene, so let's not bash the law when you don't really know what you're talking about.
