I think Nolan just doesn't have the right vocab to communicate what he's saying here. It's semantics I know, but narratives are the main way by which we spread political ideas; movies included. We're all out here telling stories to ourselves about our positions and perspectives that make us feel good about ourselves, choices, etc. Saying they're not a good medium for sharing one's politics is wrong almost categorically. That being said, he's speaking to a trend of being too overbearing with one's politics and forgetting to tell a human story underneath it. Fumbling one or both can and often does destroy the verisimilitude of a film.
