- Sounds from Black Mesa Announcement System once it's under military command.
Since each word is an individual sound, I had to find the sentences.txt file that had the context for the sounds and recreate the sentences word for word. This took hours.

so the military decides to switch the announcement system to the most creepy/scary voice they could choose, and then uses it to lure out scientists?
In the Abrams and the Fighting Falcon, where the system is speaking directly into your ear in an enclosed space, a female voice is used for notifications. Specifically, they used a matronly Midwestern woman (you can even look her up).
On the other hand, for general outdoor emergency announcements, such as hurricane or shooter events, a stern male voice is indeed used.
This seems to support your logic, Dong Dong, but who knows...
Dong Dong Will Never Die this is super interesting considering the Combine use a soft female voice for their city-wide intercom announcements and dispatch. Perhaps to lessen the brutality of what’s actually being commanded of the public. It’s sort of opposite to the military strategy in this video.

After the military takes over, it’s probably intended to sound like the system is slightly corrupted due to this hostile force hacking into the AI. But it’s possible that two marines in the control room were just like “hehe hey bro u should make the voice scary” “Omg dude yes that’s awesome where’s the settings on this thing”

For general announcements the US military actually use a male voice
while i found that it was a design desision for the player, more than for the setting (why alert and spook the ones you're luring out with creepy voices?) it would probably still make sense to have a commanding male voice in a life threatening situation where a military has to take over.
still, a creative decision i 100% support. if i was playing the game for the first time it would give me "something aint right" vibes, and even while replaying it just sounds rad.

The announcement system once the NTF have entered the facility invokes this feeling almost perfectly. Still incredibly terrifying hearing the coldness of the voice, and the fact that they actively communicate with the NTF as they’re roaming
Yeah... The HECU in Black Mesa really went full derp mode with those voices, so I simply go on a normal heartbeat ratio to fight them, but when that Announcert starts speaking, thats when I get the chills....
As cheesy as the military com is it makes a great "oh shit" moment in game. Black Mesa overall does a much better job of conveying the slow decent into pandemonium.

At 0:00, in the first line, there's a voice-switch from the old announcer to the "new" one. My first thought when I heard this in-game was "oh shit they switched the announcer voice" and didn't think more about it, thinking they just inserted new voice files or something. But then I heard this again. And I've got another way more elaborate theory about this. I don't think the military just replaced the voice with their own, as if they had already recorded voice lines in another guy's voice lol. I think the voice-change was an accident caused by an audio glitch.
I think that the military _hacked_ the announcement system to remote-control it and connect Black Mesas's speaker system with their own encrypted communication technology (only accessible to the Black-Mesa-connected military team though, but with lots of governmental higher-up contacts granting lots of super-advanced technology. Black Mesa's true situation was too top secret to let other than a special operation team handle - "Operation Black Mesa" I guess...). That way, all military personnel carrying wireless comms, everyone in higher command and involved military much further from the site are able to hear the military's messages both addressed to the employees inside and the (coded!) messages.
And when the system was hacked, requiring a bunch of energy and re-programming to occur there was a data/audio glitch. When the system was hacked and connected to the military's equipment, the audio files, information and data within the announcement system program and setup just got slightly messed up resulting in a persisting irreversible audio-error. It could be the same voice, just glitched out to only play at lower-pitch, much slower speed (note how the first announcer speaks faster than the military's) and to now have a distorted and garbled unnatural sound to it.
Also: 1. The glitching sound in the beginning of the voice-line is too weird and irregular to have been just an insertion of a new existing voice program, and the announcer voice was already reading an announcement that the military was sending out!
Although, the face the military was sending a few messages before the voice-switch may raise a few questions... They already had control of it somehow. But we don't know who sent the messages or how they did, so that could very well have been done on-site by the first arriving soldiers having accessed a control panel for the voice system, but not yet having connected it with their own. Also it probably took a while to hack the system (regardless of if it was made remotely or on-site) so perhaps the voice-change happened exactly when they hacked the system. A result of a data overload or something, messing up some circuits or data files, making the voice sound like this.
Makes much more sense to me than "they had a pre-recorded version of every single one of black-mesas announcer vocabulary and just plugged it in like a usb lol".
I think the beebs at the beginning of an intercom line definitely suggests that something like this is true, as they are quicker on the pre military control than after the military control.
Respect for making the sentences word by word.

I assumed the VOX was a male voice stating certain words, and for specific instructions would be played word by word by AI. It's slow because it's important that it is heard. It has a cold and robotic feel to it. Perfect! Love this VOX, it's better than the original!

What does each "beep" that comes before each line means?
In the normal context, its basically telling people to listen. In the context of showing for all the voice lines, it’s serves as spacing.
its called a "SAME Header", basically computer data being transmitted as audio so that computers can talk to each other over communications networks, usually contains location data and stuff.

Did this happen in the original game too? For some reason I didn’t question why the voice changed from a pleasant, female voice to a harsh, robotic one.
In the original Half-Life, the announcement system was a chopped-up robotic male voice from the beginning.
Black Mesa's switchover is a pretty good homage to it, I think.

In the original HL they had only one voice for the announcement system.
The line "Attention, this announcement system now under military command" could also be heard, but it wasn't scripted to any particular location. It could appear randomly with other annoucements.
