আচ্ছা ভাইয়া এটিকে modal verb হিসেবেও কি কাজ করবে না? যেমন am to, is to, are to এগুলো তো modal verb.

Number one has after ' but' to infinitive. Number two has after ' but' infinitive without to. What is the difference? Please explain. 1. I could not but laugh. Correct. 2. I could not but to laugh. Incorrect.

Without to means bare infinitive. With to means full infinitive. Ok. The question is that ' but' is a preposition. Then 'but' takes a bare infinitive.
