Uganda needs to provide mechanisms of how to Elect a Permanent Non-partisan Guardian of the state, who would double as the Supreme Justice(Boss of the Judiciary), independent of Politician influence...., Who would also serve as the Landlord incase of signing External Loans, etc. Servants of the state can always seek refuge in his/her Arms incase of any Political Wrangles/Fights...., The Current set-up of Military winner takes it all is very Dangerous & unsustainable....
