Making tattoos for women is Haram. Allah has cursed those women who do tattoos. See Joanna Laguna.
And for men is makrooh (discouraged). Because dresses are better than tattoos. Watch Ra one movie g one dress. Your skin is the most common best dress. And in this god given skin , you are drawing unnecessary lines which are bad.
And making permanent tattoos for both men and women according to me it is Haram. Because air , water, sweat cannot go and out. And I forget what I was going to say. I hate tattoos so much because they are uncomfortable.

There is no force in religion - ayat of Quran.
So, force is prohibited. Read surah kafirun who force religion upon you. It will work like hypnotize. And also if somebody hypnotize you then The antidote of hypnotize is surah falaq and surah Nas.
