In the England and Wales the Road Traffic Act applies. You can be stopped whilst driving for a licence and insurance check at anytime whilst driving. Probable cause is an American term and not recognised in English/Welsh traffic law. Learn the law before commenting.

Road tax doesn't exist. VED or vehicle exise duty goes to the treasury, who then release a tiny amount for highway maintenance.
