George is speaking at an agitated volume, in the middle of the word he's basically shouting, but at the end of the word the volume is somewhat less than at the beginning, so as to compensate the loud burst in the middle. George is expressing his outrage fully, without making the listener feel like they're being shouted at.

I have a theory on why the bathroom stall doors don't reach the floor. My guess is that if we were to have full stall doors then the public restroom would no longer feel "Public" anymore, having the luxury of a full door one could do so much more than use the restroom, it could become a meeting place, you could hold meetings, talk on the phone without the uneasy feeling of someone hearing you. The need to rush would now be absent which means more time could be spent in the bathroom stall.

I don't care about the spacing at the bottom. No normal person puts their head down there and you need to look low to really see much. You can even exchange toilet paper this way like seen in a different episode of Seinfeld. The side slits of the stalls are a horrible problem though. People can see everything you do through those holes.

Harrison William Thorburn yes, they are in their own room but the seperating wall and door doesn't reach the ceiling so one window can ventilate all the toilets. i think doors in public restrooms are made that way not reaching the floor not because of knowing if someone is in but making them stay dry off the floor. when someone cleans the toilet floor you have to pour a lot of water and chemicals you can wipe the water off the floor but the door would absorb some water, in time that absorbed water would get dirty and bacteria and/or even fungi might form. even no microorganism forms, the door would still be in bad shape and would constantly smell. especially if the door is made of wooden material it would decompose every 1-2years or so. some designers try to avoid this issue by designing the lower part of the door coated with a metal if you have to make the door reach to the floor. metal coating helps it stay dry and eases cleaning. also you can't make a mosque toilet door not reaching the floor because those toilets make you having to crouch while taking care of your metabolical waste. if someone attempts to peek he/she would probably see all you have to offer, so the doors must reach the floor no matter the cost or maintenance problems. also the comment is offensive ironically, please remove it. no one is commenting about church restroom doors or other religious institution restroom doors. please respect our right to be offended about anything and remove your comment so you do not offend us.

Stalls don't reach the floor so the cleaning person could clean the restroom properly. If the toilet is clogged and overflows most of the nastiness will flow to the floor drain which is normally located inside only one stall or outside the stall. If the stalls reaches the floor all the poop water would saturate and remain in that one stall. It would make it difficult to try to clean it.
