My thinking is yes, Angelica was wrong-and not smart-to attack Piggy. My problem with her going in the Pen is The Bull doesn't have the authority or permission to do that and it feels like he's kidnapping her. This was my issue with the episode, along with my parents. That he could just grab her and take her away to god knows where and without ever going "Where's this kids parents?" I dunno, this was one where I felt like legit, it was creepy and that while Angelica didn't do the RIGHT thing, locking a three year old behind bars is pretty sick. That thing was about the size of the Matilda Chokey.

Ringo the Bull should've been arrested for kidnapping and false imprisonment. Even though what Angelica did was wrong, and not smart, and 10 minutes in the Pig Pen would've been a fair enough punishment for her, it's against the law for a public establishment to incarcerate a child without consulting the child's parents first. Later on in this episode, Ringo the Bull tries to lock Angelica back up in the Pig Pen after she gets out and he spots her zeroing in on Piggy, getting ready to pounce on him again. But if the Pig Pen's cell door opened automatically, it should've indicated that Angelica's time was up and that she was allowed out, so Ringo the Bull should've known better than to recapture her and try to lock her back up again. Angelica's parents ought to sue that restaurant!
This is what I think would happen:
Me: "First, I defeat Quackerjack. Now, it's your turn."
(I grab a pipe at the same time Ringo the Bull does. After that, a fight, but with no dialogue, being very similar to czcams.com/video/3c-qF_FRxaI/video.html lasting from the one forty-seven minute mark to the three thirty-three minute mark)
Ringo the Bull: "You disarmed me by shattering the pipe I was using, so you're joining Angelica for getting rough with us."
Me: "I don't think so."
(I grab a Stun Cube with a blue laser as Ringo the Bull would charge at me. Then, I turn it on, causing something similar to the zero thirty-nine minute mark of czcams.com/video/wKrl4glvmDk/video.html to happen, leaving him alive but unconscious. With Ringo the Bull defeated, I free Angelica from the pen)
Angelica: "Thanks, you've done it again."
(She then hugs on my leg. Drew Pickles had also been watching the fight)
Drew: "Thanks. Angelica also sees you as her hero. Now, to call the cops."
(After the call is made, the police arrive)
Cop: "Sir, you're under arrest for kidnapping and false imprisonment."
(Ringo the Bull then regains consciousness as he is being dragged into the cop car)
Ringo the Bull: "I'll return, and you're not going to stand in my way when I do."
(He is then taken to jail as a new Ringo the Bull, who follows the law as well as the rules starts working at the restaurant)
I would be really surprised if the dude in the bull costume was 17 or less…
He said "You know the rules", so the parents and Angelica were are of the rules when they entered. Also it's a time out pen, not a closet or a jail cell.

People who think Angelica deserves to be punished all of the time should be ashamed of themselves. It is only a cartoon, and in real life, kids do bad things. Nobody is perfect. Even fictional characters.
Angelica does the same thing here as she does to Reptar at the carnival. There, at least she asked Reptar politely before attacking him and running off with his tray of Reptar cereal. I don't know why she doesn't just ask Piggy politely here like she initially does there.
