No. Please double check your game version and the mod's required game version. Then in the mod manager, check if it says "Active" under the mod you are trying to install.

Yeah so the first job you have to do. But before doing that, you can get a money/xp mod from the steam workshop. That way after the first job, you should have enough money to buy a car.

When you copy the mod to the mod folder, make sure it’s a SCS file and not a zip file. It could also be a problem specific to the mod you are trying to install.

Please double check the mod version and its compatibility, make sure the .SCS file is in the mod folder, and it says active under the mod in mod manager. What do I do if the car controls just don't work? The car just stays in one place, steering doesn't work and I can't drive forward or reverse. The only thing I can do is turn on the engine

You can't do jobs obviously with the car. But, you can have them on and still play the game normally. Just when you are not doing jobs, you can take your car for a drive. So you can play with car mods on but you can't use them to deliver trailers.

Yes you can free roam with a car if that's what you mean. You just buy a car and set your own route.

One thing tho, i use keyboard controls and the steering seemed to be heavy for me, how do i adjust it?
Maybe change steering sensitivity and linearity from the settings? Usually, control is kinda hard with keyboard. I've been there.

The game saves when you exit, so when you continue next time, you should have the vehicle you had the last time.

Consult whoever owns you computer. If it's yours, you can disable it. There are instructions online.
