The problem is removing the import rule would definitely ruin the LEC, and would result in some teams who can't even speak in English. Being able to communicate with the fans is important. That's why it takes years for fans to warm up to the Korean players and why they're able to warm up to the European players right away. Viewership would further decline as a result.
LCS viewership isn't declining due to poor world's performance. Who cares about that? There's 1 winner, and everyone else is a loser. LCS viewership is declining because fewer NA players are playing League. Poor ping times, solo queue issues, champion reworks (every time you rework a champion, you lose people), popular players retiring, and LoL not gaining new fans due to competition with other games are the main culprit. That's hard to fix.
NA players do not have the same time to spend on video games as their counterparts in the LCK, LPL, and LEC. We have worse internet, worse social support systems, and people need to work longer hours for a lower quality of life. With 150+ champs in the game, it's really hard for LoL to onboard new players.
