I've NEVER seen a food card buy a meal at a vegan restaurant. It's for GROCERIES.
In NY there are people who are allowed to use their food cards in restaurants. I think the category is mostly people who are unable to cook for themselves or living in a place where they aren't allowed to cook, like a residential motel or shelter. I doubt there are many of them who are eating in vegan restaurants but you never know.
