Museveni wasnt honest about Binaisa's presidency. Binaisa surprised everyone by staying on for almost a year and managing the different groups(from Tanzania) who had started doing to Binaisa what they had done to Lule and Amin regimes(killing civilians and blaming it on the government). This is why the people who overthrew Binaisa in a military coup are the same ones who used to call him unserious and were fighting each other to restablish a military leadership which they did so in the end. Because you have to ask yourselves how come when Binaisa was overthrown using violence, it was by Oyite Ojok, Museveni and Paulo Muwanga who were seated on the same table called the military commission.
