Good question! Formally writing down complete sets of rules of how a state is going to operate is relatively new, although if you count the Fundamental Orders, you could also make a case for the Magna Carta, or even further back into antiquity. That's pretty far outside the scope of this video, and when you throw in the fact that states as we understand them really didn't exist prior to the 15th century, I had to breeze over it. Calling something that far back a written constitution really would be comparing apples to oranges.
