This one is a pretty quick and easy thing to miss.
First, you need to play as either Judau Ashta or Roux Louka.
Play the 4th stage: Hanging Gardens.
At the start of the stage, ignore whichever first mission you are given and head to helping Puru and Puru-Two.
Help them out, and once you save them, let them move on their own.
They will automatically start heading towards Heero, and that is when they will say their line.
