@@CBHOBC2 The old NG units were using Adobe Flash, which was deprecated years ago due to security issues. It was getting harder to maintain stuff made in Flash, and it was also harder to find devs experienced with Flash. HTML was widely used, so they used HTML for the visuals of XD as it's easier to maintain and it's much easier to find devs experienced with HTML/CSS/JS. The PMX XD visuals are essentially a webpage. The XD doesn't look like a major overhaul at first glance, but it was a major overhaul under the hood (including rewriting the visuals in HTML/CSS). TL;DR: PMX NG was using outdated tech (flash) so they used HTML for the visuals of XD.

Yep! According to a PDF TWN put out in 2018, the PMX XD uses HTML, and there is evidence to back it up.
