I've used my mountain bike with 2" wide knobbly tyres on snow at 10 mph and it was great, it flew past pedestrians struggling to walk. Even with 1.5" smooth city tyres I was surprised I could ride slowly on a large frozen puddle. Or on snow I could yank the handlebars and it'd spin around 180°. It got more difficult and very bumpy a few days later when car tyre tracks became rutted and frozen. The wheels would slide in opposite directions. I think it'd be catastrophic if it was icy, given how easy he lost grip on wet roads. Knobbly tyres have less rubber contacting the road and the motor might be hard to control smoothly. If it became icy I'd only want to ride it slowly with armoured clothing, helmet and studded tyres. Plus the electrical stuff might corrode.
You should probably get a 4 or 5g hotspot since at least in my experience, mobile hotspots tend to not be very reliable + it consumes the battery quite a bit.
