Not exactly a large test bed but of the two 3DOs I own(ed) they both played any CD-Rs fine. I wonder if it comes back to that old argument about burning speed making a difference.
If Taki's board does alright, I'll buy one and stick my MiSTer into an JAMMA arcade instead. Ironically found your channel cuz the episode has 64 in the title..

It's been a few years since DE10-Nano was $99 tho - I think it's around £250 to get one shipped to the UK these days! Even then, when it was $99 I think it was subsidised by Intel
I'd caution against dismissing JoJo's Bizarre Adventure as a "fighting game based on Street Fighter 3" - the games, and especially the long-running and hugely popular manga series they are based on have a very loyal and dedicated fanbase who might not take kindly to that. Better ramp up those duolingo Japanese lessons so you can talk your way out of it :)

Availability of Third Strike on a CPS3 core on the $100 DE10/MISTer clone is going to be mental.
