Goofy physics, the general style, and even Felix doing his trademark "hat lift" and anatomical buffoonery. It really feels like a (for the time) modern adaptation of an old black and white cartoon.
I know about one other instance of this word being used, in the Polish dub of Penguins of Madagascar (although I doubt it's in English too). And yes, it is said explicitly in the sense you think it is.
Krazy Kat is non-binary in the original comics. However in the 1930's shorts the character is portrayed as a male. And in the 1950's shorts they are female.
