I think there could be a few case studies done with the matches that did result in ties in order to inform the next scoring system. Take those matches, apply a few different systems, and see which one results in a clear winner without overly disadvantaging the shooters that aren't at the top. There had to be a reason the old nrl system didn't stick around, and this sport is getting big enough to warrant an intelligent dive into the proper way to handle these exact situations.
