Great video but, it's sort of a bit disjointed & missing some steps. But, luckily as intelligent human beings we can all mesh it together and find something in it that's useful and worth watching.

You can do it in Photoshop with the Cutout Filter (Filter -> Filter Gallery -> Artistic - Cutout)
