I seen plants grow from under concrete all the time but I don't know if you know that he's talking about the roads that grew from the concrete that has meaning, it's a rose it's not just any other plant.

Yes, plants literally germinate out of concrete sometimes but rarely thrive once they need to spread their roots.
In the poetic sense, it is admirable that Pac grew to what he became primarily out of the street & without a father figure in the strictest sense most of the time.
